ABOUT JAMES

James Thomas is a Lead Studies Engineer with experience in several aspects of project development including interconnection, solar site selection, engineering, origination, LMP analysis, and transactions. His primary interconnection responsibilities include conducting interconnection capacity screening studies, filing interconnection requests, conducting utility/ISO interconnection studies, reviewing utility/interconnection studies, recommending alternate mitigation solutions, and Generation Interconnection Agreement (GIA) negotiations. A Milwaukee, Wisconsin native, James graduated from the University of Wisconsin – Madison with a Bachelor of Science in Electrical Engineering. He also earned a Master of Science in Electrical and Computer Engineering and a Doctor of Philosophy in Electrical and Computer Engineering from the Georgia Institute of Technology. James has focused on power throughout his extensive education and has translated his knowledge into successfully supporting interconnection of renewable energy projects to the grid. FEATURED PROJECT EXPERIENCE

Delta’s Edge Solar Project – 100MWAC – Carrol County, MS

Performed preliminary interconnection analysis and sizing of the project based on available interconnection capacity. Served as the interconnection point of contact for the Project with MISO and Entergy through the interconnection process. Navigated the project through the risk associated with the MISO 3-phase study process. Reviewed and commented on studies completed by the interconnecting utility, and ISO. Negotiated and coordinated self-build of the Interconnection Facilities with Entergy in the executed GIA.

Woods Hill Solar Project – 20MWAC – Windham County, CT

Served as the interconnection point of contact with ISO-NE and Eversource. Navigated the project through the non-FERC regulated Eversource interconnection process, ISO-NE transmission study, and ISO-NE market registration process. Reviewed and commented on studies completed by the interconnecting utility, and ISO. Negotiated and executed GIA.

Blue Sky Solar Project – 300MWAC – Grundy County, IL

Performed preliminary interconnection analysis and sizing of the project based on available interconnection capacity. Conducted initial economic studies to determine potential basis risk the project would face upon going online. Served as the interconnection point of contact for the project with PJM and ComEd. Reviewed and commented on studies completed by the interconnecting utility, and ISO.
