Ulteig is leading the preliminary design and environmental clearance for a new interchange along I-29 in southern Grand Forks, North Dakota, for the North Dakota Department of Transportation (NDDOT). Despite steady population growth, no new interchanges have been constructed in Grand Forks since the interstate system was created in the 1960s. Utilizing future growth and land use models, traffic projections indicate a significant operational breakdown at the city’s southernmost interchange, driving the need for construction of a new south interchange.
The Ulteig team is collaborating with NDDOT and the City of Grand Forks to develop and analyze several potential alignments and interchange configurations. Though relatively undeveloped, project area constraints exist including an RV park and campground, overhead high-voltage transmission line, and an abundance of jurisdictional wetlands. The Ulteig team is responsible for preparing a documented categorical exclusion; providing a traffic operations report; performing field wetland delineation, cultural resources inventory, and highway traffic noise analysis; leading multiple public input meetings; and preparing the interchange justification report. The project is scheduled for completion in Spring 2023.
