Employee Spotlight: Sandy Zimmer

Sandy Zimmer, serving as the Grants and Funding Program Manager for Ulteig’s Transportation Lifeline Sector, brings 33 years of experience to her position. Her impressive resume includes 22 years at the Federal Highway Administration (FHWA) as well as prior service with the USDA Forest Service and North Dakota Army National Guard.

Throughout her career, Sandy has demonstrated herself to be a pillar in the industry due to her customer focus, attention to detail and ability to simplify complex topics. Read on to learn more about Sandy’s journey and her role at Ulteig.

Creative Problem Solving

Sandy reflects on her career as more of a journey than a pursuit. She always knew she liked finance, was passionate about helping others and had an industrious work ethic. These qualities, paired with her creativity and customer focus, led her to a 20+ year career at the Federal Highway Administration (FHWA).

At FHWA, Sandy led the North Dakota Division Office to successfully administer all aspects of the Federal Aid Highway Program. She helped partners and stakeholders interpret complex regulations and find creative funding solutions, ensuring agency goals were not only met, but surpassed.

Sandy has also served on and led national teams to develop transportation funding policy, improve systems, design and conduct training. One of those initiatives included serving 20 years as an instructor, and most recently a course administrator, of the National Highway Institute’s (NHI) Highway Program Funding Course.

Local and National Expertise

Throughout her 30-year career with the federal government, Sandy worked at both the local and national levels. Using her unique ability to break down complex topics into understandable and actionable insights, Sandy mentored others and worked with stakeholders to solve funding challenges.

When asked about a particularly proud moment in her career, Sandy cited seeing those she had coached succeed and go on to be recognized as national experts themselves.

In the future, Sandy looks forward to using her passion, creativity and experience to build a Grants and Funding Program that helps Ulteig and our clients successfully solve funding challenges.
